Regional Council Eshkol is situated in north west Negev desert, was founded in 1951 as Hevel Ma'on and changed its name in 1969 and named after the third Prime Minister of Israel Levy Eshkol. The Regional Council unites 29 settlements with 11'000 inh.
The Regional Council sent me a real flag, blue with a black emblem, and the official who sent it said the original emblem was brown-white, and nowadays it appears as white on green on official papers. The municipal emblem was published in the official gazette (Rashumot), YP 663, 16 April 1959, for the then Regional Council Hevel Ma'on. It includes an ear of wheat, furrels and a piece of barbed wire.

Regional Council Eshkol govern 29 settlements (14 Kibbutz's: Urim, Be'eri, Re'eim. Kisufim, Ein HaShlosha, Nirin, Nir-Oz, Magen, Nir-Yitzhak, Sufa, Holit, Kerem-Shalom, Gvolot and Tze'elim. 13 Moshav's: Ohad, Sde-Nitzan, Talme-Elihu, Ami'oz, Mivta'him, Yesha, Talme-Yosef, Pri Gan, Dekel, Yated, Sde-Avraham, Yevul and Ein HaBsor, and two communities: Avshalom and Tzo'har).

The council was established in 1951 under the name Hebal Ma'on (חבל מעון), after the ancient settlement of Ma'on (מעון) that existed in its territory. On August 19, 1969, its name was changed to Eshkol Regional Council (מועצה אזורית אשכול in memory of Levi Eshkol, the Prime Minister of Israel, who had died some time before (February 26, 1969). At the time of the name change the Council comprised 11 kibbutzim (clusters), 5 moshavim (villages) and one nahal (community settlement).

The symbol (CoA) was originally designed by Architect Hanan the baron in the early sixties. At the same time as being the symbol of the council, for many years the symbol was also used by the organization Yishobi Ha'el Ma'on, which dealt with the sorting and marketing of the agricultural produce of the Ha'el settlements. When the symbol was designed, the regional council was called Hebal Ma'on and mainly included kibbutzim that were established as part of the defense system and the occupation of the territories opposite the border of the Gaza Strip. The main livelihood of the residents of the council was then agriculture which was characterized by the large areas of grain that were sown at that time without irrigation. The symbol reflected these two clearly and simply: oats turning into a curly fence with a field inside. Over the years, the symbol has undergone several changes. Since the curls of the wire fence created negative connotations for prison and oppression, they were removed and only curls were left, as an abstract idea open to interpretation. In addition, the symbol was slightly rounded according to new perceptions and needs.

In the current version of the symbol, designed in 2013 by graphic designer Haim Levy, the curls have been completely removed as well as the stem surrounding the symbol, in accordance with the modern design approach to symbol abstraction. Also, fixed colors were adapted to the characteristics of the symbol.
